Migrants rescued in the Mediterranean Sea last week say they had witnessed increased sea and  police patrols along the Western coast of Libya that have led to a dramatic decline in Italian arrivals since July.  It has become common in recent months for Italian coast guards and immigration officials to send migrants back to the last country of departure, which is Libya. Italy and the European Union have come up with a strategy to compensate local authorities, especially the Libyan coast guard so that they can shut down the Mediterranean smuggling route, which is now the main one to Europe.
